Welch was born in Haverhill Massachusetts. He grew up in Nashua, NH, and attended Nashua High School. He played college baseball at the University of Southern Maine. He was a part of the 1991 Southern Maine National Championship winning team. Welch also holds the record for most American Legion games played. He racked up 20 strikeouts at the Northeast American Legion Regional Tournament. He played college summer baseball in 1992 with the Wareham Gatemen, Cape Cod Baseball League. In 1993, he returned to the league to play for the Orleans Cardinals.
Welch was drafted in the amateur draft by the New York Mets on June 3, 1993. He signed with the Mets June 15. While playing for the Binghamton Mets, Welch was selected to the AA All-Star Team. Welch won the relief pitcher of year award in 1993 while he was playing for Pittsfield Mets. The Mets traded Welch for Hector Mercado to the Philadelphia Phillies on December 15, 1997.
