Browne made a commitment to play football at University of Southern California on April 4, 2012. Browne chose USC over Alabama, Washington, Oklahoma and Washington as his college choice. After failing to beat Cody Kessler or Max Wittek for his starting quarterback job, Browne was redshirted in 2013 as a true freshman. Lane Kiffin, the head coach, eventually made Kessler the starting quarterback for the fall. After Steve Sarkisian became the head coach, Browne lost the battle for the starting quarterback position to Kessler in 2014. This was after spring practice.
Following his senior season, Browne participated in the 2013 U.S. Army All-American Bowl and was awarded the prestigious Hall Trophy as U.S. Army Player of the Year.
